Q: Do permitted waste sites in Birmingham have to report the waste they receive?

Yes, if they receive waste. GOV.UK says anyone licensed or permitted to receive controlled waste must enter details of every load they receive, and sites in England must use Defra's service from 1 October 2026. Household waste that residents bring to an HWRC in England is left out.

Every site on this list holds an environmental permit for a waste operation. If it takes waste in, it is in Phase 1 of digital waste tracking, which started on 1 October 2026 in England and Wales. Household waste that local residents bring to a council tip is left out.

Every load gets a record, sent within 2 working days (not counting weekends and bank holidays), starting the day after the waste arrives.
Two ways to report: software that uses Defra's API, or Defra's own spreadsheet template. You cannot use your own spreadsheet.
Defra's service charge is £26 a year for each organisation on your account.
Household waste that residents bring to an HWRC in England is left out. Scotland and Northern Ireland start in January 2027.

What it means for a site in Birmingham

Every load in has to be reported within two working days of the day after it arrives. A load tipped Monday morning is due by Wednesday night.
23 fields a load — the carrier and their registration, the vehicle, the waste code, the weight, how it arrived and what happens to it.
Two legal routes only: Defra's own spreadsheet template, or software listed on GOV.UK as a compatible provider. Your own spreadsheet is not one of them.
Paper does not stop. Transfer notes and consignment notes carry on alongside the digital service. There is no end date for them yet.
Not complying is an offence. GOV.UK lists a compliance notice, a £1,000 fixed monetary penalty, a variable monetary penalty, or prosecution and an unlimited fine (what the rules say).
The commonest here are 24 End of Life Vehicles <2500 tonne per year, 22 Non-hazardous waste physical treatment facility, 21 Household, Commercial and Industrial Waste Transfer Station and 18 Metal Recycling Site (vehicle dismantler).

What it costs to comply

DEFRA's spreadsheet is free and works — for a site taking a handful of loads a week it is a perfectly reasonable answer, and it is worth saying so. Software earns its money when the typing does not fit in the day, or when a bounced submission on day two would make the record late.
